Disclosure of a Criminal Conviction 

The Canadian Institute of Actuaries upholds rigorous standards of professional conduct within the Canadian actuarial community. One of the key aspects of maintaining these high standards is the requirement for CIA members and membership applicants to disclose any criminal convictions. This page outlines the process and rules governing this important aspect of our membership. 

Rule 11 of the CIA Rules of Professional Conduct and the CIA Bylaws 

Effective as of September 1, 2016, Rule 11 of the CIA Rules of Professional Conduct mandates that: 

A member shall disclose any criminal conviction pursuant to Bylaw 4.3.6, 4.3.7 or 4.3.8 of the CIA Bylaws. 

This means that it is your responsibility to report a criminal conviction, which is defined in the CIA Bylaws as Any criminal offence, penal offence punishable by incarceration, or offences of a similar nature for which an individual is convicted, found guilty of, or pleads guilty to, and for which the individual has not been granted a record suspension, or a disciplinary determination of guilt other than a CIA disciplinary tribunal decision. 

  • Since September 1, 2016, all new applicants to the Institute must disclose any past criminal convictions as part of the enrolment application process. 

(Note that records of CIA Disciplinary Tribunal decisions are already on file and would therefore not require further disclosure.)

Review and assessment 

The Professionalism and Credential Monitoring Board (PCMB) is responsible for overseeing the review and assessment process of criminal convictions that are disclosed to the Institute. It may then be referred to the Professional Conduct Board and subjected to the Institute’s disciplinary procedures.
